Re-exportation of arms from Hongkong to China.
Under system authorised in despatch under reierence and subsequently put into practice laichiaopu request the Embassy to notify Hongkong Government of arrival of arms consignment inviting them to grant necessary facilities, Embassy telegraph Hongkong and receive a telegraphic reply which is duly communicated to the
Waichiaopu.

2. The Governor of Hongkong now suggests that as His Excellency would not normally oppose an application to export war material that had the backing of the Chinese authorities this tedious procedure might be simplified by abolishing prior reference to Hongkong except in cases of emergency which did not permit the adoption of full routine of confirmatory huche. Hongkong Government would issue permits on local application if they were satisfied that such application was fully authorised by Central authorities.
3. This suggestion was conveyed to the Waichiaopu who replied that they agreed to permits being granted on local application with- out prior reference, provided each application was accompanied by a Central Government hüche a
